The Demise of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis triggered by the introduction of a new 28-point plan for resolving the conflict appeared – momentarily – to have been contained. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Cycle of Diplomacy and Destruction

The chain of conflicting incidents captured the harsh reality of the outgoing year. By day, diplomatic battles are fought: hopeful statements are delivered from multiple capitals. Immense energy is devoted on containing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "settlement".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is equipped to monitor rocket firings from Russian territory, a ability provided through current data. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to counter approaching cruise missiles streaked across the sky – sophisticated military planes supplied to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems engaged: defensive missiles targeted at a hostile projectile. This was a sophisticated defense system at work, probably supplied through Western nations. Every deployment shakes the surroundings, causing tremors. The instant of fear quickly transforms into sober acceptance: possibly the incoming missile won't strike its target this time, protecting urban areas from ruin and further power outages.

Ongoing Risks

Soon after, a heavy machine gun engaged a aerial vehicle in the vicinity, part of a defensive team – probably Western-made equipment. Unfortunately, the bullets missed the enemy aircraft – it pressed on overhead toward its target.

With pauses, this carried on until dawn. Kyiv greeted the early updates: several casualties, devastation and infrastructure problems in numerous residences as a result of the night's assault. As typically, everyone still maintained normal activities – living the war. But those entire period demonstrated Ukraine's essential dependence on external assistance – a reliance that neighboring countries are evidently unprepared to replace in the near term.

Ineffective Peace Efforts

The detailed framework from US administration provoked deep reactions, controversy and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from Washington follows the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually win the battle. This pattern will, undoubtedly, endure.

Tactical Assessments

It is convenient to criticize certain parties of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. Washington works based on a principle well known to experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The American government believes that it is unfeasible to pressure the Kremlin to surrender the territory that it already controls in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, American administration does little to prevent Kremlin actions, through diplomacy or military means, from thinking that the situation will not evolve additionally in its advantage in the near future.

Conflicting Perspectives

Therefore, Moscow is convinced that time is on his side – that Ukraine and its partners are nearing depletion. Their reason to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a complete military breakdown until situations evolve in its advantage.

Present Conditions

Factually, there are no real preconditions for a armistice. Now, personal considerations are entering the equation: political desires to mediate resolution and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unsuitable, so that their priority does not move to homefront challenges. And although their objective will now be significantly challenging after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a only one week to kill the 28 points of the current initiative. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, recent disclosures, all did their job.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and show certain reluctance to alter the situation, if they remain united and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, largely rely on sustained allied backing.
